Prohibits any person constructing a solar energy generating station from exercising eminent domain (condemnation rights) to acquire property for that construction

Applies the prohibition across multiple sections of Maryland's Public Utilities law, covering solar facilities regardless of size or permitting pathway

Specifically includes solar photovoltaic systems producing more than 2 megawatts of electricity

Other types of generating stations may still use condemnation rights if they obtain a certificate of public convenience and necessity from the Commission

Takes effect October 1, 2025
