Establishes the Health Care Quality Fund for Community-Based Behavioral Health Programs as a special, nonlapsing fund within the Maryland Department of Health

Fund revenue comes from civil penalties collected from behavioral health programs by the Behavioral Health Administration or Office of Health Care Quality, plus state budget appropriations and interest earnings

Fund may only be used for training, grant awards, demonstration projects, or other purposes designed to improve the quality of behavioral health care in Maryland

Fund expenditures are supplemental and cannot replace funding that would otherwise be appropriated for the Behavioral Health Administration or Office of Health Care Quality

Effective date: October 1, 2025
