Authorizes the Baltimore County Board of License Commissioners to approve transfers of Class B or Class D alcoholic beverages licenses from "eligible transferor districts" (districts with 10% or more licenses than population-based limits allow) to other election districts between June 1, 2025 and May 31, 2028

Limits total transfers to no more than five Class B or Class D licenses under this program, with a maximum of two licenses transferred into any single election district

Receiving districts cannot have more than 25% above their population-based license allocation prior to accepting a transfer

Requires the Board to notify the county Department of Economic and Workforce Development of transfer applications and may deny transfers that would cause significant negative economic impact to the originating community or lack appropriate future property use plans

Transferred licenses and Class B Service Bar licenses issued under this section cannot be subsequently transferred to another location or converted to a different license class
