Real property sales contracts for properties with on-site wastewater systems must include a provision requiring the purchaser to ensure the system has been inspected and pumped out by licensed individuals as a condition of sale, beginning July 1, 2028

Property transfer inspections and pumping services are valid for 3 years; if an inspection identifies a failing system, the landlord or owner must notify the local delegated approval authority about the failure and when it is fixed

Exemptions apply for transfers between spouses, parent-child, or siblings holding property in trust; mortgage refinancing; ownership changes without new parties (if inspected within 5 years); and initial transfers after new construction

Extends implementation deadlines: Department of the Environment must adopt regulations by July 1, 2027, and all on-site wastewater service providers must be licensed by July 1, 2028
