Increases the oil transfer license fee from 5 cents to 9 cents per barrel effective July 1, 2025, with 4 cents of each fee dedicated to the Professional and Volunteer Firefighter Innovative Cancer Screening Technologies Program

Raises the Governor's authorized annual budget allocation for the Program from $500,000 to $1,000,000 beginning in fiscal year 2025

Authorizes the Secretary of Health to use up to 20% of Program funds to support research centers, including the University of Maryland Institute for Health Computing, for collecting and analyzing cancer screening outcome data

Requires the Department of the Environment to transfer the dedicated fee portion to the firefighter cancer screening program beginning in fiscal year 2026

Contains a 5-year sunset provision, with the Act automatically expiring on June 30, 2030
