Local designees must void speed camera citations if they determine the vehicle or registration plates were stolen at the time of the alleged violation and were not in the possession of the citation recipient

Agencies are prohibited from issuing or mailing speed camera citations until they confirm the vehicle or its registration plates were not reported as stolen

Owners using a stolen vehicle/plates defense in District Court must submit a police report showing exculpatory evidence, rather than just proof that a report was filed

Recipients of speed camera citations gain an explicit option to request review by a local designee before the deadline for contesting liability
