Fines collected from speed monitoring system violations in Baltimore County must be deposited into the special fund after the county first recovers its costs for implementing and administering the monitoring systems

The requirement applies only to speed monitoring system fines, not other automated enforcement systems like school bus cameras or bus lane monitors
