Repeals the existing state goal that 55% of Maryland adults ages 25-64 hold at least an associate's degree by 2025

Removes the goal requiring all degree-seeking community college students to earn an associate's degree before leaving or transferring to a four-year institution

Requires the Maryland Higher Education Commission to set new goals for postsecondary degree or certificate attainment among adults ages 25-64

Directs the Commission to establish goals for Maryland students completing a postsecondary credential of value each year

Authorizes the Commission to set additional higher education policy goals to benefit state citizens and foster economic development

Takes effect October 1, 2025
