Establishes a Commission to Study African American Civil War Sailors in Maryland to research the history of African American sailors who served in the Union Navy, including muster rolls, service locations, and honors received

Commission membership includes 8 members: one State Senator, one House Delegate, and six Governor-appointed representatives from State Archives, Department of Planning, Governor's Commission on Maryland Military Monuments, Commission on African American History and Culture, Preservation Maryland, and Heart of the Civil War Heritage Area

Commission must recommend funding, design, construction, and location for a memorial dedicated to African American Civil War sailors in Maryland

Report due to the Governor and General Assembly by December 1, 2025; members serve without compensation but receive expense reimbursement

Act takes effect July 1, 2025 and automatically expires June 30, 2026
