Authorizes Baltimore County restaurants and bars holding Class B or Class D licenses to sell mixed drinks and cocktails in sealed containers for off-premises consumption or delivery, but only if the Board of License Commissioners first adopts regulations permitting this

Requires mixed drinks sold for off-premises consumption to be purchased with prepared food (not prepackaged snacks), sold or delivered by 11 p.m., and provided in sealed containers with no holes for straws or sipping

Mandates that purchasers be at least 21 years old with valid ID, and deliveries must be made by the license holder or an employee who is at least 21 and certified in an alcohol awareness program

Prohibits delivery to other licensed alcohol premises or addresses outside Baltimore County

Prohibits the Board from charging additional fees to license holders for off-premises sales and allows the Board to limit the quantity of alcohol sold per transaction; effective July 1, 2025
