State Highway Administration may decrease maximum speed limits by 5 mph on urban State highways without conducting an engineering and traffic investigation

Urban highways affected include those in business districts (30 mph limit) and residential districts (30-35 mph limit)

SHA must publish notice of proposed speed limit reductions on its website and in a local newspaper at least 30 days before implementation

Speed monitoring systems (speed cameras) are prohibited for 6 months after a speed limit decrease on urban highways where no engineering study was performed

Effective date: October 1, 2025
