Expands required training for health care license renewals from "implicit bias" only to "implicit bias and structural racism" training, with the new requirement applying to first renewals after April 1, 2026

Defines "structural racism" as the totality of ways societies foster racial discrimination through mutually reinforcing systems of housing, education, employment, earnings, benefits, credit, media, health care, and criminal justice

Authorizes health occupations boards to adopt regulations allowing continuing education credits for completing the implicit bias and structural racism training program

Adds the Accreditation Council for Pharmacy Education as an approved accrediting body for training programs, alongside the existing Accreditation Council for Continuing Medical Education

Directs that structural racism training be developed using grant funding from the American Nurses Association to the Maryland Nurses Association for antiracism efforts; effective October 1, 2025
