Prohibits condominiums, homeowners associations, and cooperative housing corporations from banning or restricting family child care homes (up to 8 children) and large family child care homes (9-12 children) in their governing documents, except for age-restricted communities

Prevents local jurisdictions from limiting the number of children in family child care homes below the number authorized by the State Department of Education through local ordinances, resolutions, laws, or rules

Repeals the previous authority allowing HOAs and condominiums to limit family child care homes to 7.5% of total units, effectively removing percentage caps on these operations

Allows common ownership communities to charge family child care providers a maximum $50 annual fee for common element use and require pro rata payment of any insurance cost increases directly attributable to child care operations

Requires family child care providers operating in common ownership communities to obtain minimum liability insurance as specified in state law; effective October 1, 2025
