Proposes a constitutional amendment allowing the Commission on Judicial Disabilities chair to recall a former member as a temporary substitute when a member is recused, disqualified, or their term expires without a replacement

Authorizes the Commission chair to request that the Governor appoint a temporary substitute member or extend a current member's term until a replacement is appointed

Requires temporary substitute members to meet the same qualifications as the member they replace, and if replacing a judge or attorney member, must be a member in good standing of the Maryland Bar

Required three-fifths approval from both houses of the General Assembly to place on the ballot

Amendment will be submitted to Maryland voters at the November 2026 general election for adoption or rejection
