Establishes the Maryland Innovation Initiative Institution Partnership Extension Program to expand technology validation, entrepreneurial development, and industry engagement at eligible higher education institutions

Designates Bowie State University and Frostburg State University as initially eligible institutions, with authority for the Initiative to deem other public or private nonprofit institutions eligible

Requires project proposals to meet criteria such as supporting new technology-based businesses in Maryland, advancing commercialization, fostering entrepreneurship, creating regional economic impact, or enabling industry collaboration with matching funds

Authorizes the Governor to include $250,000 in the annual budget for fiscal years 2027 and 2028, with participating institutions required to provide a 10% cash match on grants received

Requires reports to the Governor and General Assembly by January 1, 2026 on potential expansion to all higher education institutions, and by July 1, 2028 on program implementation; effective July 1, 2025
