Prohibits local governments from imposing minimum off-street parking requirements on residential or mixed-use developments within 0.25 miles of rail transit stations with at least hourly weekday service

Requires local zoning to allow mixed-use development on residential or appropriate commercial land within 0.5 miles of qualifying rail transit stations

Exempts transit-oriented development projects from most State procurement laws while retaining requirements for prevailing wages, minority business participation, nondiscrimination, and living wage provisions

Adds project labor agreements as a scoring preference for projects seeking financing from the Transit-Oriented Development Capital Grant and Revolving Loan Fund

Limits public hearing requirements for qualifying transit-oriented development projects to no more than two hearings before the governing body and planning commission, and one hearing each before historic preservation commissions and boards of appeals
