Establishes a State Chief Data Officer position appointed by the Governor within the Department of Information Technology to direct statewide data strategy, oversee data management and sharing, and ensure data literacy among state employees

Creates the Office of Enterprise Data within the Department of Information Technology to establish statewide data governance, data sharing, and data literacy programs, including processes for AI readiness and a secure data exchange platform

Requires each unit of State government to appoint an Agency Data Officer responsible for implementing data governance policies, ensuring data quality, facilitating data sharing, and maintaining privacy protections for personally identifiable information

Renames the Council on Open Data to the Council for Open Data Advancement and reduces membership from 37 to 11 members, with the State Chief Data Officer serving as Chair
