Repeals the Interdepartmental Advisory Committee on Small, Minority, and Women Business Affairs and replaces it with the Governor's Subcabinet on Socioeconomic Procurement Participation

Subcabinet membership includes 13 specified department secretaries or designees (including Budget and Management, Commerce, Transportation, Health, and others), plus the Chief Procurement Officer, MBE Ombudsman, and additional agency heads as the Governor deems necessary

Subcabinet must meet at least quarterly to study other states' socioeconomic procurement programs, develop accountability measures, recommend statutory and regulatory reforms, and improve the Small Business Reserve, Minority Business Enterprise, and Veteran Small Business Enterprise programs

Requires annual reporting to the Governor on activities, progress, and recommendations, with the first report due December 31, 2025, and subsequent reports due each December 1

Effective October 1, 2025; approved by Governor Wes Moore on May 20, 2025
