Requires applicants for certificates of public convenience and necessity for overhead transmission lines exceeding 69,000 volts to analyze alternatives including advanced transmission technologies, alternative routings, costs to ratepayers, environmental impacts, and route selection considerations

Mandates the Public Service Commission to consider evidence that applicants have evaluated alternatives before approving certificates for overhead transmission line construction

Requires owners and operators of overhead transmission lines to submit reports to the Commission by December 1, 2026, and every 4 years thereafter, identifying transmission congestion areas, ratepayer costs, and feasibility of advanced transmission technologies

Authorizes the Commission to approve reasonable cost recovery and financial incentives for utilities that implement advanced transmission technologies based on the required reporting
