Local governing bodies of Maryland counties, including Baltimore City, may authorize their police accountability boards to exercise investigatory and subpoena powers through local law

Police accountability boards granted these powers may conduct investigations of police misconduct complaints concurrently with law enforcement agency investigations of the same complaint

Adds new subsection 3–102(e) to the Public Safety Article of the Annotated Code of Maryland

Effective date: October 1, 2025
