Requires the Maryland Department of Transportation to perform impact assessments on greenhouse gas emissions and vehicle miles traveled for major highway capacity expansion projects exceeding $100,000,000 in total cost

Mandates development of multimodal transportation programs (transit, bike/pedestrian facilities, transit-oriented development) to offset greenhouse gas emissions from highway expansion projects to zero or negative

Beginning with fiscal year 2027, requires annual evaluation of major capital projects in the Consolidated Transportation Program for consistency with Maryland's Climate Pollution Reduction Plan emission reduction targets

Prioritizes offsetting investments in overburdened and underserved communities impacted by highway expansion projects

Exempts projects that received construction funding or completed NEPA environmental review by June 30, 2025; takes effect July 1, 2025
