Repeals existing Maryland law (Section 5-104) that prohibited law enforcement agents from inquiring about citizenship or immigration status during stops, searches, or arrests, and from detaining individuals for immigration investigations or transferring them to federal authorities

Prohibits counties and municipalities from adopting, enacting, or enforcing any "sanctuary policy," defined broadly to include any directive, ordinance, or practice that limits cooperation with federal immigration authorities or restricts compliance with immigration detainers

Requires counties and municipalities to fully cooperate with federal immigration authorities regarding any individual unlawfully present in the United States who has been convicted of a crime of violence

Makes any county or municipality violating these provisions ineligible for State funds until they come into compliance, as certified by the Attorney General

Establishes a complaint process allowing any Maryland resident to report suspected violations to the Attorney General, who must issue an opinion on compliance, with counties and municipalities able to appeal decisions to circuit court; effective date October 1, 2025
