Establishes a uniform mattress stewardship assessment added to the purchase price of all mattresses sold in Maryland to fund the program, with the fee displayed as a line item on consumer receipts

Mandates collection site coverage so at least 90% of Maryland residents have access within a 15-mile radius, with free drop-off for residential, commercial, and institutional consumers

Creates civil penalties of up to $100 per day for retailers and up to $1,000 per day for producers or renovators who violate program requirements
