Common carriers (car companies, motor vehicle companies, railroad companies, transit companies, and their employees) are prohibited from causing damage to public bridges or highways that necessitates closure of the infrastructure

Violations constitute a public nuisance, and the State or local governments may bring civil actions against the responsible common carrier

Available remedies include injunctive relief, declaratory relief, and compensatory damages for repair or replacement costs

Violators may be liable for civil penalties of $1,000 per day for each day the infrastructure remains closed until sufficiently repaired or replaced

State and local government-owned entities are exempt from the definition of "common carrier" under this law; effective October 1, 2025
