Adds "programming" to the list of library services (alongside materials, services, and resources) that must be made available to all persons a library serves under State policy

Applies to both public libraries and school library media programs operated by local school systems

Reinforces existing protections prohibiting exclusion of materials based on the origin, background, or views of creators

Maintains prohibitions against removing or excluding library materials due to partisan, ideological, or religious disapproval

Takes effect July 1, 2025
