Authorizes the Governor to transfer funds from the Catastrophic Event Account to the State Disaster Recovery Fund when the Fund's balance has been depleted or when estimated disaster relief costs exceed the Fund's balance

Reduces the Legislative Policy Committee review period from 15 days to 10 days before the Governor may transfer funds from the Catastrophic Event Account through budget amendment

Adds transfers from the Catastrophic Event Account as an allowable funding source for the State Disaster Recovery Fund, alongside state appropriations, loan repayments, federal reimbursements, and interest earnings
