Expands the definition of "community benefit" under Health Services Cost Review Commission regulations to include community health worker workforce programs established through hospital-community organization partnerships

Authorizes nonprofit hospitals and community-based organizations to partner via memorandum of understanding to create community health worker programs aimed at improving patient health outcomes and addressing social determinants of health

Requires memoranda of understanding to specify program design, health outcome goals, implementation procedures, evaluation criteria, data management protocols compliant with HIPAA, and assignment of responsibilities for recruiting, supervising, training, and insuring community health workers

Permits partnerships to provide health insurance coverage to uninsured community health workers who request it for the duration of the program

Allows nonprofit hospitals to provide financial support to community-based organizations to cover increased administrative capacity costs necessary for participation in the partnership; effective October 1, 2025
