Adds money from Maryland Antitrust Act settlements and judgments related to artificial inflation of rental housing costs to the Access to Counsel in Evictions Special Fund, excluding restitution and recovery costs

Redirects civil penalties of up to $10,000 per violation for Maryland Antitrust Act violations from the General Fund to the Access to Counsel in Evictions Special Fund

Each day an antitrust violation continues constitutes a separate violation subject to the $10,000 penalty

The Access to Counsel in Evictions Special Fund provides legal representation to covered individuals facing eviction proceedings in Maryland
