Licensed hospitals in Maryland (excluding state hospitals) must establish clinical staffing committees with equal representation from management and employees by January 1, 2026

Committees must include at least one representative from specified roles: certified nursing assistant, dietary aide, emergency room nurse, environmental service worker, resident or staff physician, and technician

Each committee must develop a clinical staffing plan by July 1, 2026 that addresses existing staffing levels, coverage gaps, evidence-based standards, and includes a schedule for periodic review

Hospitals must implement staffing plans by January 1, 2027, post plans in conspicuous areas on each patient unit, and make copies available upon request

Beginning July 1, 2029, the Maryland Hospital Association must compile and submit annual reports to legislative committees on how hospitals have addressed safe staffing through their clinical staffing plans
