Political action committees not affiliated with corporations or labor organizations that make only independent expenditures must include disclaimers when using a candidate's name, image, or likeness in solicitations without authorization

Solicitations for electoral or political purposes must disclose the five largest recipients of expenditures or disbursements from the preceding calendar quarter and the total amount given to each

The State Administrator of Elections may investigate violations and issue subpoenas for witness testimony or records, with court filings related to subpoenas sealed upon filing

Violators may be prohibited from soliciting contributions for a period determined by the State Board or face civil penalties up to $10,000, but are exempt from criminal penalties and State Prosecutor investigation
