Requires Maryland institutions of higher education to provide instructors with training on legal obligations toward students with disabilities under the Americans with Disabilities Act and Section 504 of the Rehabilitation Act, beginning in the 2026-2027 academic year

Applies to tenured and nontenured professors, instructors, and teaching assistants who provide direct instruction to students

New instructors must complete training before they begin teaching; currently employed instructors must complete training by October 1, 2026

Training may be delivered in person or virtually by the institution

Maryland Higher Education Commission must develop a model training program that institutions statewide may use; institutions with existing compliant training programs are exempt
