Replaces the fixed $146,500 maximum annual salary cap for registers of wills with a salary tied to State Grade 26, Step 20 of the Maryland Standard and Bargaining Salary Scale

Salary scale changes during a register's term of office do not apply to the incumbent; new rates take effect only at the beginning of the next term

Repeals the obsolete $12,000 minimum annual salary provision for the Baltimore City register of wills

Board of Public Works retains authority to determine each register's salary based on county population, fee/tax collections over the preceding 5 years, and workload data

Effective October 1, 2025, applying only to registers beginning new terms after that date
