Postsecondary institutions must submit annual reports on institutional debt (tuition, room/board, fees owed by students) to the Maryland Higher Education Commission by October 1 each year, beginning in 2026

Reports must include detailed data disaggregated by demographics (race, ethnicity, age, gender, residency status, enrollment status) on total debt amounts, collection activities, administrative holds, and students denied degrees due to unpaid balances

Institutions must disclose debt collection practices including accounts reported to credit agencies, referred to third-party collectors, subject to litigation, and for public institutions, referred to state nonjudicial collection

The Commission must submit a summary report to the General Assembly by December 1 each year

Civil penalties up to $10,000 per violation may be assessed against institutions that fail to submit reports or knowingly include inaccurate information, following notice and hearing procedures
