Adds two new member positions to the Maryland State Board of Education: one educational support professional (noncertificated, nonsupervisory public school employee in a bargaining unit) and one administrator (principal, assistant principal, or other administrative-level professional)

Both new members must be elected by their respective professional peers statewide, with the Governor appointing the candidate who receives the highest number of votes, subject to Senate confirmation

Educational support member and administrator member may attend and participate in executive sessions but cannot vote on appeals to the State Board under § 6–202

The Department of Education must notify all eligible professionals and their collective bargaining organizations of vacancies and conduct elections under departmental regulations
