Requires the Maryland General Assembly to appoint a 7-member delegation and a 3-member advisory committee to represent the state at any Article V constitutional amendments convention once the required number of states invoke such a convention

Establishes strict commissioner qualifications: must be U.S. citizen and Maryland resident for at least 5 years, at least 25 years old, registered voter, no federal lobbyist registration in past 5 years, no federal employment in past 10 years, and no felony convictions involving moral turpitude

Prohibits commissioners from voting for amendments that would alter individual liberty guarantees in the Bill of Rights and the 13th, 14th, 15th, 19th, 23rd, 24th, and 26th Amendments, and restricts their authority to the subject matter that triggered the convention

Commissioners receive the same compensation and expense allowances as House of Delegates members, may not accept gifts exceeding $200 combined value, and must take a written oath accepting limits on their authority

Advisory committee (composed of 3 General Assembly members) may remove commissioners who exceed their authority, with immediate notification to legislative leaders, the Attorney General, and convention presiding officers; effective date June 1, 2025
