Requires continuing care provider governing bodies with only one subscriber member to appoint an alternate subscriber who can serve if the regular subscriber is unable to fulfill their duties

Alternate subscribers may attend all governing body meetings but may only vote when the regular subscriber is unable to serve

Both regular and alternate subscriber members must be selected using the same written standards and criteria as other governing body members, and must be subscribers at a facility in the State

Governing bodies must confer with resident associations at each facility before any subscriber or alternate subscriber officially joins the board
