Maryland Commission for Women must establish the Maryland Collaborative to Advance Implementation of Coverage of Over-the-Counter Birth Control, with the chair of the Commission designating the Collaborative's chair

Collaborative includes approximately 18 members from state agencies (Maryland Insurance Administration, Department of Health, Department of Budget and Management, Health Benefit Exchange) and appointed representatives from reproductive health organizations, pharmacies, insurers, and retailers

Purpose is to study and recommend improvements for over-the-counter birth control access, including pharmacy coverage implementation, point-of-sale coverage at retail counters and vending machines, and public health initiatives for uninsured individuals

Interim report due to the Governor and General Assembly by January 1, 2026; final report due by December 1, 2027

Takes effect July 1, 2025 and automatically sunsets on June 30, 2028 (3-year duration)
