Expands the definition of "school system" to include higher education institutions and programs where students are enrolled through dual enrollment programs

Adds seven new reportable offenses requiring law enforcement notification to schools: sexual abuse of a minor (§ 3-308), child pornography without victim consent (§ 11-207), human trafficking (§ 3-902), sexual solicitation of a minor (§ 3-1001), sexual exploitation of a minor (§ 3-802), revenge porn involving minors (§ 3-809), and any act that would be a felony if committed by an adult

Requires law enforcement to notify the State's Attorney within 24 hours when a student is identified as a suspect in an investigation of a felony or crime of violence, and again when the student is cleared as a suspect

Authorizes State's Attorneys to notify local superintendents when students are suspects in investigations and to provide arrest notifications if law enforcement fails to do so

Extends existing reporting, confidentiality, and student removal provisions to cover students identified as suspects (not just those arrested) and to include dual enrollment program placements
