Prohibits knowingly distributing "forged digital likenesses" (AI-generated images, videos, or audio of identifiable individuals that are indistinguishable from genuine recordings and misrepresent the person's appearance, speech, or behavior) when presented as genuine

Creates a misdemeanor offense punishable by up to 3 years imprisonment, a fine up to $1,000, or both

Establishes distribution of forged digital likenesses as a basis for civil defamation lawsuits

Provides an affirmative defense if the defendant took reasonable steps to notify viewers/listeners that the content was not genuine

Exempts traditional artwork (drawings, cartoons, sculptures, paintings) and includes a First Amendment protection clause; effective October 1, 2025
