Establishes the Workgroup on Artificial Intelligence Implementation to monitor AI-related consumer protection issues and make policy recommendations

Workgroup membership includes 2 senators, 2 delegates, the Attorney General, and approximately 25 appointed representatives from technology, e-commerce, biotechnology, real estate, health care, education, academia, civil rights nonprofits, cybersecurity, data privacy organizations, and labor (AFL-CIO Tech Institute)

University of Maryland Center for Health and Homeland Security provides staff support; Governor may include $100,000 annual appropriation starting fiscal year 2027

Workgroup must address AI regulation affecting individuals' livelihoods, developer/deployer obligations, consumer rights, privacy protections, AI disclosure requirements, Attorney General enforcement authority, and AI use in government benefits determinations

Annual report due to Senate Finance Committee and House Economic Matters Committee by July 1, 2026; Act takes effect July 1, 2025 and sunsets June 30, 2029
