Local authorities in Montgomery County may decrease maximum speed limits on highways without performing an engineering and traffic investigation, an exemption not available to Anne Arundel County which must still conduct such investigations

Speed limits can be reduced to as low as 15 miles per hour under this authority

New speed monitoring systems (such as speed cameras) cannot be implemented to enforce speed limits on highway portions where limits were decreased under this provision

Altered speed limits become effective when posted on appropriate signage, and changes to State highway portions still require State Highway Administration approval
