Beginning in fiscal year 2027, the Maryland Department of Transportation must establish a funding method for the Locally Operated Transit System Grant Program that ensures fair and equitable distribution of funds to each county

Distribution criteria must be either proportionate to each county's population as determined by the U.S. Census Bureau, or based on another equitable metric the Department determines is appropriate

The funding methodology must allow for growth of locally operated transit systems in each county

The bill takes effect July 1, 2025, giving the Department time to develop the new distribution method before the FY 2027 implementation date
