Clarifies that high deductible health plans may apply deductibles to preventive services coverage unless the Maryland Insurance Commissioner determines the service falls under IRS safe harbor provisions for preventive care under 26 U.S.C. § 223(c)(2)(C)

Mandates the Insurance Commissioner enforce preventive services requirements consistent with federal recommendations and guidelines in effect on December 31, 2024, from the U.S. Preventive Services Task Force, CDC Advisory Committee on Immunization Practices, and Health Resources and Services Administration

Authorizes the Commissioner to adopt regulations for future preventive services recommendations issued after December 31, 2024, that enhance consumer benefits or require carriers to provide coverage without cost-sharing
