Creates a new Class B-OB-CRD beer, wine, and liquor license in Baltimore County, limited to one license countywide, for restaurants in the Towson Commercial Revitalization District located in office buildings of at least 100,000 square feet with BM-D.T. zoning classification

Authorizes the license holder to sell beer, wine, and liquor for on-premises consumption, plus wine for off-premises consumption when purchased with prepared food and not publicly displayed

Requires the establishment to be at least 100 feet from a place of worship, with bar seating limited to 25% of total seats

Creates an exception to the standard 300-foot distance requirement from places of worship for this license type if the place of worship consents in writing

Takes effect July 1, 2025, with the annual license fee set equal to the existing Class B beer, wine, and liquor license fee
