Establishes a population ratio quota prohibiting the Board of License Commissioners from issuing new Class A or Class D off-sale alcohol licenses in Anne Arundel County assessment districts where the ratio exceeds one license per 3,500 individuals

Requires use of the official "Tax Assessment Districts, 2005" map adopted by the County Council to determine assessment district boundaries for quota purposes

Exempts licenses issued on or before July 1, 2025 from the quota restrictions for transfers and renewals, and exempts the 6th Tax Assessment District and Class 5 brewery applicants seeking on-site consumption permits

Prohibits transfer of Class A or Class D off-sale licenses to locations outside the assessment district where the license was located or originally issued

Takes effect July 1, 2025 and automatically sunsets on December 31, 2028 without further legislative action
