Extends the termination date of Maryland's Minority Business Enterprise (MBE) Program from July 1, 2025 to July 1, 2026, including provisions for public-private partnerships, offshore wind projects, video lottery terminals, and sports wagering licensees

Requires the Board of Public Works to approve MBE participation goals and procedures for public-private partnerships before approving any partnership agreement, developed in consultation with the Governor's Office of Small, Minority, and Women Business Affairs and the Office of the Attorney General

Delays multiple MBE-related report deadlines by one year, including the disparity study analysis report (now due September 30, 2025) and the report on MBE subgoals for capital projects (now due December 31, 2026)

Extends the deadline for the Office of Small, Minority, and Women Business Affairs to establish policies and guidelines for MBE implementation from July 1, 2025 to July 1, 2026

Requires submission of a study on race- and gender-neutral approaches for minority and women-owned businesses in brokerage and investment management services by December 31, 2026
