Expands Maryland's definition of "legally protected health care" to include all assisted reproduction treatments (IVF, embryo donation, intracytoplasmic sperm injection), standard fertility preservation procedures, gestational carrier services, and contraceptive services including medications, supplies, and surgical procedures

Prohibits Maryland health occupations boards from revoking, suspending, or taking adverse action against licensed health care practitioners for providing legally protected health care that meets state standards of care, including when practitioners face discipline from other states for such care

Bars Maryland judges from ordering testimony, documents, or evidence production for out-of-state criminal prosecutions or grand jury investigations related to legally protected health care unless the conduct would also be criminal in Maryland

Prevents the Governor from extraditing individuals to other states when the alleged criminal act involves providing, procuring, or assisting with legally protected health care services that would not be a crime in Maryland

Prohibits state agencies, employees, and contractors from using state resources, facilities, personnel, or funds to assist interstate investigations seeking civil, criminal, or administrative sanctions against individuals for legally protected health care activities lawful in Maryland; effective October 1, 2025
