Prohibits entities from requiring artists to waive copyright protections or rights under the Visual Artists Rights Act (17 U.S.C. § 106A) in contracts for State public art

Defines "State public art" as public art commissioned for any project receiving State funding, regardless of whether State funds directly paid for the artwork

Makes waivers of these rights unenforceable in court, including waivers in contracts entered into before the effective date

Applies retroactively to existing contracts entered before October 1, 2025

Takes effect October 1, 2025
