Prohibits the Maryland Transit Administration from acquiring real property for the Red Line transit project if the acquisition would result in involuntary residential displacement

Applies to property acquisition for all phases: planning, construction, operation, and maintenance of the Red Line

Defines the Red Line as a rail transit facility running east-to-west through Baltimore City and Baltimore County, from Security Boulevard to Johns Hopkins Bayview Medical Center

The Red Line would use fixed rail with at-grade, elevated, and underground configurations, connecting to other fixed-route transit services

Effective date: July 1, 2025
