LMI (low- and moderate-income) subscribers may hold subscriptions to community solar energy generating systems located in a different electric service territory than where they reside, while non-LMI subscribers must remain in the same territory as their system

LMI subscribers subscribing to out-of-territory community solar systems will receive the same bill credit value as subscribers who reside in the same territory as the generating system

The Public Service Commission must establish a process for exchanging community solar bill credits between systems located in different electric service territories

The bill removes the existing requirement that community solar systems be located in the same electric service territory as their subscribers, expanding access for qualifying low-income households

Effective date: October 1, 2025
